[uWSGI] auto respawn when file change

This is part of the "evdev" framework that will be included in the 0.9.6 release.

It will allow to spawn actions based on file/directory modification, bonjour/avahi/dnssd events and messages sent via network

I think it will appear in the mercurial repository in a couple of weeks
